The County of San Mateo Health System is seeking an experienced Office of Diversity and EquityDirector to plan, coordinate and implement comprehensive countywide programs, including the Office of Diversity and Equity (ODE) and programs funded by the Mental Health Services Act (MHSA). In addition, the ODE Director will assist executive management in projects related to organizational development.
The current vacancy is in the Behavioral Health and Recovery Services (BHRS) Division located in San Mateo, CA, but may travel/drive throughout the County to perform the duties of the job.
The Office of Diversity and Equity (ODE) advances health equity in behavioral health outcomes of marginalized communities throughout San Mateo County. Achieving health equity means that everyone in San Mateo County has a fair and just opportunity to experience positive behavioral health outcomes. This requires a concerted effort throughout BHRS, community-based partners and other County departments. ODE's focus is to help facilitate this effort through the development of a workforce that prioritizes equity, cultural humility and inclusion; empowers individuals, families and community members with lived experience; fosters strategic and meaningful partnerships; and influences organizational level policies and system change across the county, region and state.
The position is responsible for the management of staff providing outreach, prevention and early intervention work throughout the County. This includes oversight of programs funded by the Mental Health Services Act, maintaining robust community involvement in the development of initiatives funded by MHSA, and compliance with the efforts of the State oversight process for MHSA. These programs require the development of evaluations and reports that track the impact of programs associated with ODE and MHSA and that satisfy State requirements. Other responsibilities include special projects involving complicated personnel matters; participation in ad hoc and on-going analysis of data relating to the performance of BHRS; and taking a lead role in documenting, investigating and helping to resolve compliance issues. The work of this position is supervised by the Assistant Director and includes responding to unique requests from the Director or Health System Chief.
The ideal candidate will have:
At least two years of significant responsibility for one or more of the following: program and budget development, funding, utilization, coordination of community resources or program evaluation
Lived experience as a member of a marginalized group; aware of the way culture impacts behavioral health and the intersectionality of marginalized communities
Experience providing leadership, planning and implementing organizational change that is supported by best, promising and community supported practices, i.e. eliminating institutional racism and bias
Knowledge of evaluation efforts in BHRS and the quality improvement framework
Experience at developing relationships with community members and community service providers to reach shared goals and foster engagement
Knowledge of key factors affecting health disparities
An understanding of the National Culturally and Linguistically Appropriate Services (CLAS) Standards
Experience in developing and managing comprehensive, multi-disciplinary, multicultural behavioral health programs that have countywide impact
A strong knowledge of wellness and recovery treatment practices, primary care integration, the trauma informed approach and impact of intergenerational trauma
Experience developing and implementing program goals, objectives, policies and priorities; conducting or participating in the preparation and negotiation of contracts with outside vendors, consultants or organizations; and administering and monitoring the program budget
Strong oral and written communication skills, analytical capability and data analysis skills
Requirement: Possession of a valid clinical license issued by the State of California in psychology, social work, nursing, marriage and family therapy or the equivalent.
