*Incentives Not Available* This position serves as the Assistant Chief for Social Work Service (SWS) at VA Puget Sound Health Care System (VAPSHCS). The Assistant Chief is an administrator for a broad range of program areas. Additionally, SWS manages an expansive Social Work Intern program with six university affiliates and provides services at multiple sites of care as well as in community-based locations across a broad geographic area. Examples of duties are as follows: Shares responsibility for the strategic planning and operation of Social Work Service. Ensures the provision of social work services and/or case management services in a variety of inpatient and outpatient program areas and clinics. Assists in overseeing all professional social work activities within VAPSHCS, ensuring that educational and quality of care functions related to the psychosocial needs of Veterans are met. Makes decisions regarding work problems presented by subordinate supervisors. Collaborates with others in negotiating, deciding upon and/or coordinating social work-related changes affecting other programs. Makes recommendations to the Chief on problems involving the relationship of social work activities to the various units and programs. Consults with specialists regarding training needs and decides types of training problems related to the identified problems of the supervised wards/units. Participates in making major decisions and recommendations to the Chief affecting the basic content and character of the operations of programs. Provides, or ensures that professional staff provides advice, assistance and consultation to community health and welfare agencies and councils and other community groups to enhance the provision of social services to Veteran patients in the community. Identifies problems and corrective actions needed and reports results to top management both orally and in writing, when required. Develops and monitors standards of clinical practice/standards of care for Social Work, including development of care guidelines, manuals and guides to professional practice. Ensures resource management that includes reviewing and analyzing data pertaining to the psychosocial needs of patients and families and determines what resources are available. Identifies resources available in the local community related to patient and family needs for social work service and participates with community groups in the development of such resources. Reviews the utilization of resources by performing such activities as internal reviews, data collection, reviewing and analyzing reports, reviewing contracts and reviewing performance to ensure that resources are being used efficiently and effectively and reports results to the Chief and management as required, both orally and in writing. Develops and monitors Social Work staff training to ensure that required training is accomplished for purposes of maintaining ongoing skills, keeping up with new developments in the field, orientation of staff to the VA, Joint Commission requirements, licensing requirements and other VA required training. Develops and monitors Functional Statements and organizations listings, staffing levels, Cost Distribution Reports (CDR) allocations, Decision Support System (DSS) mapping and monitoring. Identifies and prioritizes the training needs of social work staff to ensure that an effective job-related training program exists which meets the needs of Social Work Service, requirements on the medical center and surveying agencies. Ensures personnel management that includes resolving employee complaints, grievances, or other related matters within the context on the union contract, local policy and appropriate personnel policies, procedures and requirements. Appraises performance of social work supervisors and reviews performance appraisals made by subordinate supervisors or team leaders, to determine the level of performance for each Social Work Service employee and provide concurrence. Provides training and supervision, or ensures that training and supervision are provided by subordinates, to social work graduate students. Monitors social work compliance with licensure as required by VA qualification standards. Manages and directs social work activities in the Care Lines including interventions to resolve administrative problems and participates in program evaluations. Serves as a consultant to the Chief and management and other professional staff directly or through committees concerning a wide variety of matters related to Social Work Service. Serves as a staff advisor to medical facility management in areas other than social work by participating in task forces, formal committees and other activities to assist medical facility management in attaining goals. Continuously ensures the monitoring of professional standards of all social workers including ensuring that they practice within their scope of practice and maintain appropriate competencies. Oversees development of measurable social work treatment protocols and practice models to facilitate the use of statistical processes and analysis tools. Ensures the compilation and dissemination of social work quality management findings, actions and outcomes to social workers, medical center staff and leadership personnel.
