The Social Work Supervisor manages the administrative and clinical aspects of the work of the Inpatient/Specialty Care Clinic social work staff. The incumbent will also oversee staff development, educational, and competency training. Incumbent provides professional practice oversight, direct clinical services, and program coordination responsibilities as well as day-to-day operations of the Inpatient/Specialty Care section. Social Work Supervisor is licensed at the advanced practice level. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. NOTE: You must provide a copy of your transcripts showing degree earned and conferred date. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. Supervisory Social Worker, GS-12 Education and Experience. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services. (d) Ability to provide staff training and development. (e) Skill in interpersonal relationships in dealing with employees, team leaders, and managers. Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. At the GS-12 grade level, supervisory social workers typically have significant personnel management responsibilities for a small to moderate sized professional and non-professional staff, including support staff and professional staff at the GS-12 grade level and below. The supervisory social worker is responsible for the professional and administrative management of an area in a social work service, in a care/product line, or multiple facilities. ["~INCENTIVES ARE NOT AUTHORIZED~ The duties of the Supervisory Social Worker include but are not limited to: Supervisory Duties: The incumbent assumes the supervisory and administrative responsibility for the management of the assigned social workers in Inpatient/Specialty Care at the Mann Grandstaff VA Hospital. As the supervisor, the incumbent assists in planning, establishing, and implementing policies and procedures. The incumbent develops individual or group goals and objectives as well as monitoring, operating, evaluating, coordinating, and overseeing the Social Work staff of the assigned program following programs PACT, Rural Health PACT, CBOC, SCI, and Palliative Care, Community Living Center, Non-Institutional Care Programs. The incumbent will assure the Social Workers whom they supervise are aware of, adhere to all current directives of VHA, and meet current Joint Commission standards, State licensure standards, and VA-OIG expectations. The incumbent will conduct ongoing intensive reviews and appraisals to ensure the accomplishment of objectives and adherence to standards set by governing bodies. The incumbent provides direct supervision to Social Work staff of clinical Social Workers. This includes daily supervision of the staff and providing guidance and technical direction necessary for accomplishing the work. The incumbent orients and trains all new staff to their position within the service. Supervisory responsibilities also include writing position descriptions, evaluating work performance, counseling of employees whose performance is marginal or unsatisfactory, initiating disciplinary actions when necessary, and resolving conflict within staff members the incumbent plans work to be accomplished, sets short and long-term goals; assigns work based on priorities; instructs employees on work and administrative matters. She/he also initiates recruitment actions, interviews, and selects new employees, determines staff training needs, and obtains resources for continuing education of employees. Incumbent will assign individual assignments based on patient acuity and staffing levels and cover appropriate area's or where needed and indicated. Managers and Supervisors with Hiring Responsibility Duties\nAnalyzes current and future workforce requirements to determine competencies and skills needed. Works with servicing Human Resources Management Office in participating in all steps of the recruiting and hiring process to expeditiously recruit for vacant positions and to select qualified employees, including obtaining at least two references for the selectee. Meets all established timeframes and deadlines. Successfully transitions new hires into the position by promptly communicating performance elements and standards within applicable timeframes, providing ongoing feedback, and coaching, and making appropriate use of the probationary period to assess the employee's ability to perform. Establishes results-oriented plans with subordinate employees with cascaded goals within 60 days of the beginning of the performance appraisal cycles. Provides employees with feedback on performance informally on a regular basis. Conducts a progress review for each employee at least once during the appraisal period and documents the review in the appropriate space on the appraisal form. Initiates a written counseling or a warning of unacceptable performance to correct the performance deficiency if, during the progress review, the performance of any element is less than fully successful. Completes and communicates performance appraisals, measured against performance standards, within 60 days of the end of the appraisal cycle. Direct Care Services\nScreening/Assessment - The social worker will complete an assessment of the Veteran in collaboration with the interdisciplinary treatment team, the Veteran, family members and significant others. The goal of the assessment is to identify needs and formulate a plan to meet those needs. The incumbent demonstrates an understanding of the range of treatment and skills needed for all adult patients including geriatric patients related to their physical limitations, psychological needs and age associated illnesses and conditions. The incumbent must have an understanding of the problems of advancing age and respect for the diversification of the aging Veteran population, being sensitive to human growth and development, age-appropriate needs and concerns of the geriatric Veteran and be able to provide current and advanced techniques to the treatment of this Veteran population.
