This position is located at the Pittsburgh VAMC within Patient Care Services - Inpatient Behavioral Health. The Registered Nurse will serve as the Assistant Nurse Manager (ANM). Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: Providing care in a psychiatric unit. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience. Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of walking, standing, computer use and or sitting. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities with short notice based on needs. ["Inpatient Behavioral Health cares for patients with a variety of mental health issues including but not limited to thought, mood, PTSD, self-harm and addiction. Practicing within the recovery model the units provide supportive care to veterans at various stages of their mental illness. Groups and activities are provided to give patients the tools to enable recovery by providing positive copings skills and creating a therapeutic milieu. The least restrictive environment is strongly promoted and if restraint and seclusion is required for acute psychiatric conditions then it is safely maintained in this area. The Behavioral Health inpatient units are fast paced in providing services from admission to discharge and provide 24/7 care to veterans. The ANM is responsible for facilitation of care and bed flow in assigned unit(s) ensuring the highest level of customer service possible. The ANM is additionally responsible for direct patient care in their assigned unit(s). Responsible and accountable for all elements of the nursing process when providing and/or supervising direct patient care. Assesses, plans, implements and evaluates care based on age-specific components. The ANM assumes responsibility for the coordination of care focused on patient transition through the continuum of care, patient and family education, patient self-management after discharge, and supporting factors that impact customer satisfaction. The ANM considers all characteristics of the individual, including age and life stages, state of health, race and culture, values, and previous experiences. Influences care outcomes by collaborating with members of the interdisciplinary team. Major duties include, but not limited to: Functions frequently as a team leader/charge nurse while engaging co-workers/team un active problem solving regarding clinical issues leading to an improvement of care. Provides a full range of nursing care to patients with complex care needs, assuming responsibility and accountability for nursing actions. Provides leadership in the utilization of standards of practice, policy and procedure to develop plans of care. Completes initial assessments and reassessments of patient conditions and responses to treatments and other findings. Initiates follow-up as needed. Promotes discharge planning and continuity of care by developing an individualized plan of care in collaboration with the patient and health care team. Involve community resources as appropriate. Assesses and implements pain management strategies at the unit level and documents according to policy/procedure. Administers mediations in accordance with established policy/procedure. Utilizes the team approach to implement patient safety goals. Supports and enhances client self-determination. Serves as a resource for clients and staff in addressing ethical issues. Identifies and assesses resource utilization and safety issues, taking appropriate action. Acquires knowledge and skills to maintain expertise in area of practice. Participates in educational activities to improve clinical knowledge and enhance role performance. Evaluates practice of self and others using professional standards, relevant statutes, and regulations. Takes action to improve performance. Uses group process to identify, analyze and resolve care problems. Coaches colleagues in team building. Initiates / participates in quality improvement activities that result in improved outcomes. Uses a body of research to validate and/or change workgroup practice. Performs other duties as assigned.
