This position is for a PTCB certified pharmacy technician specializing in the areas of controlled substances and hazardous sterile compounding, which includes the preparation of chemotherapeutic drug agents. The incumbent will perform a variety of complex technical skills and functions in the pharmacy's controlled substance vault, with secondary responsibilities in the oncology area. Basic Requirements: a. Citizenship. Citizen of the United States. (Noncitizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.) b. Education or Experience. A high school diploma or equivalent; or at least 3 months experience. c. Certification. Certification by the National Pharmacy Technician Certification Board (PTCB) is required at grades GS-6 and above. d. Loss of Credential. An employee in this occupation who fails to obtain licensure/certification/ registration within the required time frame, or who fails to maintain the required licensure/certification/ registration must be removed from the occupation, which may also result in termination of employment. e. Physical Requirements. See VA Directive and Handbook 5019. f. English Language Proficiency. Pharmacy technicians appointed to direct patient care positions must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part. Grade Determination GS-7 In addition to meeting the basic requirements: Experience . One year (52 weeks) of experience equivalent at the next lower grade, GS-06, Experience includes but is not necessarily limited to, ability to solve problems and make recommendations, e.g., troubleshoot operational problems and refer for appropriate action, Knowledge of the operation and care of automated equipment, Knowledge of, and ability to follow, written instructions for compounding with aseptic technique for hazardous materials such as oncology agents, Knowledge, and ability to perform, compounding with aseptic technique for routine sterile products, Knowledge of policies and procedures for inventory management in specialized areas such as emergency carts, Knowledge of the computerized prescription process demonstrated by the ability to input prescriptions and medication orders. Ability to evaluate, analyze workflow, and coordinate work activities. 2. Ability to independently gather, evaluate, and analyze data to generate reports and/or for other projects/statistical purposes. 3. Knowledge of pharmacy policies and procedures sufficient to train and orient new employees and other staff. 4. Comprehensive knowledge of the operation and care of specialized pharmaceutical equipment. 5. Comprehensive knowledge of the procurement and formulary process. 6. Comprehensive knowledge of investigational drug policies and procedures. 7. Comprehensive knowledge of controlled substance policies and procedures, and the ability to identify and investigate discrepancies in these policies and procedures. 8. Comprehensive knowledge of, and ability to, analyze data in VA information systems. *This position is above the full performance level GS-7 ["ONCOLOGY AND CONTROLLED SUBSTANCE DUTIES: 1. Complies with USP 797 and USP 800 standards for compounded sterile products 2. Maintains a sterile working environment with strong applications to safe work practices. 3. Reviews provider's orders and understands the requested drug, strength, dose form, direction, route of administration, patient name and social security. 4. Communicates questionable prescription/orders or any situation that presents a possible hazard to patient care, to the pharmacist for a resolution. 5. Performs accurate product selection, dosage calculations and compounding of agents utilizing package literature, written procedural guidelines and application of specialized knowledge. 6. Insures, upon completing the prescription/medication order, the incumbent contacts the assigned pharmacist for final check and then delivers prepared products to the wards, clinics or other designated areas. 7. Maintains a daily perpetual log of prepared products to track actual drug usage and workload. 8. Stocks and maintains the Pharmacy Service oncology preparation area(s), reviewing anticipated inventory needs and notifies the procurement section in a timely manner of products required. 9. Ensures that the Pharmacy Service oncology preparation area(s) and equipment are clean and maintained in good working order, communicating any needs to the appropriate supervisor or service. 10.Communicates all treatments and anticipated treatments to appropriate staff to ensure continuation of quality of care during other tours. 11.Ensures adherence to all policies and procedures for the safe handling, dispensing and disposal of cytotoxic and hazardous drug agents. 12. Prepares and refills all controlled substance stock for all automated dispensing equipment sites and provides recommendations to increase/decrease stock levels. 13. Provides accurate orders for all classes of controlled substances and maximizes inventory to control costs while assuring a 24/7 supply of medications. 14. Prepares DEA and VA forms for proper destruction of non-usable controlled substances. 15. Reviews and maintains perpetual computerized records for all controlled substances in all areas of the medical center. 16. Follows correct procedure for recalled controlled substances based on level of severity. 17. Maintains accurate electronic inventory through decrementing prescriptions, entering received inventory, transferring to automated dispensing cabinets, and transferring to satellite vaults. 18. Assists with the investigations of discrepancies discovered on wards or in dispensing areas. 19. Conducts the 72-hour Vault inventories and maintains required reports. 20. Maintains a current knowledge of national, state, and local laws, regulations, directives, policies, and procedures.
